I don't think there's an alternative today.
The best option I can see, is to invest in things like sourcehut, which is FOSS, you can use the hosted version or host yourself.
There's a tracker and a git repository, and is built upon the idea of email, which is distributed and a open protocol by design.
I can't "unsee" how Github/Gitlab are just shitty software after using sourcehut for almost a year now

Whenever I stumble upon a nice project, I instantly clone it into ~/sources
and run a script to archive into a spare HD
